COVID 19 has impacted St. Lucia as it has done most countries worldwide. In a short space of time, the whole world was grappling with massive deaths and increased cases of infection. Ironically, while the larger developed countries were desperately trying to deal with the virus, the small Islands watched in abject fear and did what many do when frightened – shut down and go undercover. It was this action that may have spared them from a worse impact such as wiping small populations. While St Lucia has dealt with the virus best, so far, the threat is far from over.

HE Dr Jocelyne Clarke Fletcher

Dr. Jocelyne Clarke-Fletcher returned home to St. Lucia a little over one year ago, to work with the Government of St. Lucia as the Ambassador responsible for Diaspora Affairs. Dr. Jocelyne Clarke-Fletcher is enhancing efforts of the Government to forge links with nationals overseas as well as create more dialog between the two. The role of the Ambassador is to communicate with non-resident Saint Lucians in different countries worldwide, and to assist them in returning home, creating linkages for investment, trade between St. Lucia and where they reside, providing support or avenues for giving back, ensuring that policies are approved which makes it easier for the Diaspora to engage in the said activities. Dr. Fletcher worked previously in England as a Manager and then Director, for the British Government in Montserrat (DFID) as Chief Human Resources Manager and Head of the public service, worked as a part-time lecturer for the Sir Arthur Lewis Community College in St. Lucia (was also Chair of the Board of Directors) and the University of the West Indies Open Campus. Her cadre of work includes several senior positions with the CARICOM Secretariat in Georgetown, Guyana where she worked for a number of years. She also worked for the Government of St. Lucia for many years and took early retirement as a Senior Public Officer to pursue further studies. She is a Human Resource Management and Project Management specialist. She is a holder of an MSc. in Human Resource Management, an MSc. In Project Management, a Degree in Public Administration, and a PhD in Human Resource Management. She is a Chartered International Project Manager (CIPM) and Chartered International Personnel Developer (CIPD). She has always believed that passing on to others what skills and knowledge she has acquired is like planting flower seeds in a garden, the more you plant the lovelier the garden. Dr. Fletcher’s passion as a young girl has always been to serve her country and people. This strong Patriotic desire remains today and propelled her back to her country.
